# g0v Summit 2020 Code of Conduct 修改提議草案

### 提議原因
透過詳述更多 g0v summit 鼓勵的行為、禁止的騷擾事項，以及建立更完善的通報機制及援助受害者的資源，期望建立包容更多族群的友善空間，讓 g0v summit 成為多元族群都能安心參與的場合。

以下提議除參考 [g0v summit 2020 CoC](https://summit.g0v.tw/2020/) 之外，亦參考 [OCF Lab 專文](https://lab.ocf.tw/2020/10/20/coc/?fbclid=IwAR0uBYsd0KcjaqhLcgeA34EaaHhm01mg_UMKFfY82gispHvVLjudSji9GT0)。該文自 RightsCon, Internet Freedom Festival 和 Personal Democracy Forum 取經。

> 1. 避免在用字上讓會眾有「受規範禁制、壓迫」的感受，而更強調「攜手打造友善環境」的概念，尤其是前者的行文方式，在當今對政治正確的批判風潮中可能容易激起不必要的反效果
> 2. CoC 應該像是一種對社群價值和互動模式的「宣言」，目的應該是劃出會場中的行為底線，而非具體、對不當行為指涉明確的法條。換句話說，當會場中有不當行為發生時，指責當事人「你違反了 CoC 第N項的規範」可能是不必要的，在撰寫時也可以試圖避免這樣的情形發生。

- 先以「安心通報」與「明確的處理流程」為討論方向。
- 紀錄曾通報/討論過的案件，以及 case by case 的處理方式，供後人參考。

- 大會一開始就宣佈提供緩衝空間，避免求助者在事發當下一片空白時，只想尋求安全空間卻無處可去的狀況。

- 將通報資料去識別化後紀錄下來，供下屆工作人員參考不適宜的言行和處理方法；供會眾了解不適宜的言行可能有哪些，避免自己做出上述言行，也鼓勵會眾不用默默忍受

### 通報違反行為守則的管道
如果您被騷擾，或者發現有人被騷擾，只要有任何其他疑慮，請任選以下讓您安心的管道向大會通報，我們將盡力協助您，並保護您通報的資料不外洩。
* 至報到處聯繫大會工作人員。

所有參與本次活動的會眾、講者、贊助者、工作人員及志工均應同意遵守下列的行為規範。活動總召將在活動過程中執行這些規範。我們期望所有參與者共同合作，提供一個安全的環境給大家。

* 性騷擾是不合意的肢體接觸語言與暗示，包含展示圖像或以任何方式施加壓迫到所有性別的成員之上、穿著帶有性含意的衣服、制服、裝扮，或以其他任何方式營造帶有性含意的環境。唯一的例外只會出現在「議程中基於教育需求而展示這些圖片」
