## Offenders and victims
- Victims can be children and adults.
- Even though we may think of adults as stronger, they can also be very vulnerable and overwhelmed.
- Leaked photos are sometimes leaked together with personal information.
- Strangers sometimes use this to contact the victims.
- This further puts shame and stress onto the victims.
- Sadly, changing to a new identity is sometimes the only way to end following harassment.
- Public pressure can lead to suicide.
- Some offenders will use private images to pressure victims. They might blackmail victims for sex.
- 88% of the clients are women.
- The public cares more about private photos of women. Leaked photos of men get less attention and shame.

## Black market for private images
- People sell private images online.
- People buying private photos are not prosecuted enough.
- The illegal websites are often hosted abroad which means that they cannot be prosecued under Taiwanese law.
- Cross border collaboration is needed.

## Solving cases
- Power landscape: Tech, Law and Power (politics)
- Powerful technologies should be available to investigators, however, they must be used fairly and responsibly

- We need women groups and victims involved to set priorities.
- One example: Evidence is needed to solve a case. But different people will have different priorities.
- Private images should be kept by the social platforms (private companies) as evidence for 180 days.
- Victims don't want their photos to be kept by a private company because it's shameful and an additional threat.
- It's an ongoing discussion to balance the need for evidence vs privacy protection.
