- 地方分權後，連帶產生財政須自負盈虧的壓力，橫濱市苦思該如何使用有限資源，對地方社會產生正面影響，也就是能更妥善且有效率地使用稅金，最終催生出「市民普請」的補助制度，希望藉由居民自發性的提案，將資源挹注在居民真正需要的部分上，並以居民為主體，解決自身周遭所面臨的課題，從而提升社區意識，啟發未來的社造活動等。
