### 1-2|Summit 2026 "Geometry of the Rope, 'Invite Yourself' to Tame It"
A straw rope is born from the soil. It starts as fragile, everyday stalks of straw, but through human effort: rubbing, beating, and twisting, it becomes strong enough to bear weight. It is one of the earliest tools of civilization, a craft used to weave the culture and its destiny.
**For g0v Summit 2026, this "Straw Rope" symbolizes the physical embodiment of the g0v decade, long hacktivist spirit: "Don't ask why nobody is doing this. You are 'nobody'," which is all powerful.**
**We don't wait, and we don't depend on others. We "Invite Ourselves" to flip the script and build it with our own hands.**
Here, g0v Summit 2026 invites you to step into a three dimension civic space woven from this rope.
You, and every participant, are a "Point" in this space, defined by your unique skills, values, and stance.
When we throw our rope to speak with others, points connect to form a **Line**.
When countless lines intersect, we support a **Surface**.
This surface is a dynamic network of action, and a hammock that gently catches us when we fall.
**Isolated nodes become villages, and single threaded conversations evolve into a collaborative ecosystem.**
**From our original core of "Information Transparency, Open Results, and Open Collaboration," we have evolved into the g0v Summit 2026 "Civic Coordinate System" woven by the community, defined by three major axes:**
1. **Openness & Transparency** vs. **Autonomy & Privacy**
2. **Overseeing the Power** vs. **Resilient Connection**
3. **Government Structure** vs. **Grassroots/Civil Society**
There are no outsiders here. Everyone can find their own coordinates to explore inward and connect outward.

### 1-5|What is g0v Summit?
Since 2012, under the call to "fork the government and code for society," the g0v.tw (read as gov-zero) community has practiced over a decade of civic hacking. Centered on **"Information Transparency, Open Results, and Open Collaboration,"** we use the power of the grassroots to care for public affairs.
Following the **Sunflower Movement**, we launched the g0v Summit in 2014, building a bridge for interdisciplinary dialogue between open communities, government, NGOs, academia, and netizens.
Over these dozen years, Taiwanese society has weathered democratic crises, social turbulence, polarization, and "snake bites" of frustration.
Facing the scars of Taiwanese society and threats from near and far, "Ten Years" is not just a measure of time. It marks the continuous action and practice of the civic community: a process of transforming fear into resilience.
There is a saying: *"Once bitten by a snake, ten years afraid of a straw rope."*
But at g0v Summit 2026, we say: **"Ten Years of *Phah*`*` the Rope."**
We believe in the power of the grassroots and our connection to one another. We can continuously transform that fear (**Phah** `**`, to be afraid) into action (**Phah**, to beat/weave in Tâi-gí).
**To *Phah-kat*`***` (tie a knot in Tâi-gí) is not just about holding tight; it is about learning how to loosen.** About loosening our passive posture, loosening dependency and fear. In an era of crisis and uncertainty, we are retraining our muscles for "Self Help" and "Mutual Aid."
We refuse to recoil in passive fear of the rope. Instead, g0v Summit 2026 invites everyone here to roll up their sleeves, grab that straw rope, and start rubbing and beating it anew. As we branch out, weave, and connect, the "Snake" is no longer a phantom of terror, but a strong, organic community.
`* "Phah" means "Weaving" or "Beating" in Taiwanese language Tâi-gí.`
`** "Phah" (怕) means "Fear" in Mandarin.`
`*** "Phah-kat" means "Tie a Knot" in Taiwanese language Tâi-gí.`

### 1-7|Join g0v
g0v (gov-zero) is a grassroots social movement community dedicated to deepening the civic engagements and connections between the social arena and citizens. You can find like-minded partners in the g0v community, put your ideas into practice in a grassroots manner, and then release the results under an open-source license, letting people stand on your shoulders.
g0v replaces the “o” in gov with “0”, thereby reimagining the role of government from scratch, and represents the vision from 0 to 1 of the generation of digital natives.

### 2-2|How to Submit
g0v Summit 2026 will run an open, online call for proposals. Submissions are accepted only via the designated Google Form.
The call for proposals closes on January 15, 2026 at 23:59 (UTC+8). You may revise your submission in the Google Form at any time before the deadline.
After the deadline, the Programming Committee will select the program and confirm details with each submitter. Once your proposal is accepted, we will remove privacy‑sensitive information and personal data (except your nickname) prior to publication. Accepted sessions are expected to be published progressively on the g0v Summit 2026 website starting in late March.

### 2-3|Call for Proposals: Civic Coordinate from Node to Surface
In Taiwanese (Tâi-gí), **"Phah"** doesn't just mean to build—it also means **"The Beat."**
At g0v Summit 2026, we invite you to step into a three dimension **"Civic Ballroom"** woven from our three major axes: **(Openness & Transparency, Autonomy & Privacy)**, **(Overseeing the Power, Resilient Connection)**, and **(Government Structure, Grassroots/Civil Society)**.
**Find your coordinates:**
* Do you pursue public **Transparency & Openness**, or personal **Autonomy & Privacy**?
* Is your strength in "Upward" **Overseeing the Power**, or "Downward" **Resilience & Healing**?
* Do you operate within **Government & Organizations**, or in decentralized **Grassroots/Civil Society**?
Wherever your coordinates lie, we welcome your proposal.

20 minutes, 1-2 speaker(s)
* Panel Disucssion
Available durations: 60/90/120 minutes. Assemble your own speaker(s) lineup with no limit on the number of speakers.
You may designate one person as the moderator. The panel will hold an on-stage conversation around a specific topic.
* Workshop
Available durations: 60/90/120 minutes. A facilitation team of 1–5 people leads participants through an interactive agenda such as small-group discussions and hands-on activities.
The session typically runs in breakout groups, each focusing on a subtopic or task, then reconvenes for a whole-group share-out of results and observations.
* Roundtable Discussion
Available durations: 60/90/120 minutes. Guided by 1–3 facilitators, attendees join an open discussion.
The session uses a single discussion space: everyone engages the same topic, with one person speaking at a time. Real-time questions and interactions are encouraged. This format emphasizes public reasoning, the cross-pollination of viewpoints, and the fluidity of collective deliberation.

### 2-6|Selection Criteria
g0v Summit 2026 prioritizes proposals that demonstrate **project results, impact, or knowledge sharing**. We evaluate based on:
* **Topicality/Urgency**
* **Openness & Public Benefit**
* **Community Relevance**
* **Actionability (Tools/Methods)**
* **Accessibility to the general public**
We pay special attention to local characteristics of **Taiwan, Southeast Asia, and East Asia**, and strive for balance in **gender and geography**.
**Review Process:** Proposals pass a format check by the agenda team, then are reviewed by g0v Summit 2026 staff based on:
1. **Content:** Uniqueness of the issue, experience, or perspective.
2. **Expression:** Is the information complete, logical, and clear? (Detailed info helps us understand your talk better).
3. **Audience Fit:** Is it suitable for the g0v Summit audience? (Popular topics may be assigned to larger halls).

### 2-7|Privacy Policy
Personal Data Collection Agreement
In respect to the “Personal Information Protection Act”, notify you of your responsibilities and rights by the following:
1. Institution: g0v Summit 2026 Working Group.
2. Purpose: g0v Summit event usage.
3. Collected data: Personal data on Application form.
4. Personal data usage detail:
a. duration: g0v Summit 2026 preparation and 30 days after event.
b. Area: Taiwan (R.O.C)
c. Data usage subject: g0v Summit 2026 website and its proposal.
d. methods: Collecting, Editing, Using.
5. In terms of the 3rd paragraph of the Act, you may request the following rights:
a. Inquire or request to view.
b. Request for a hard copy.
c. Request for annotation or correction.
d. Request for stop collecting, edit(怪), using.
e. Request for Deletion.
6. In terms of the 14th paragraph of the Act, you can Inquire or request for viewing your personal data or request for a hard copy.
7. If the purpose of 5th, 6th right, please email programming@summit.g0v.tw.

1. When will you announce the result? Will everyone receive notifications whether the proposal is accepted or denied?

2. Can I revise my proposal after submission?

Yes. g0v Summit 2026 accepts submissions via a Google Form. After you submit, you can sign in with the same account to view and revise your entry repeatedly until the form closes on January 15.

3. Can I submit more than one proposal?

Sure. The Programming Committee will assess all proposals according to the diversity of speakers, the quality of proposals, etc.
4. For some reasons, I don’t want to be filmed, recorded, shoot, broadcasting or leave any forms of records. Is it still suitable for me to submit a proposal?

Sure. The submission system will have the option for you to choose if your talk can be recorded in any format.

1. My presentation will not be conducted in Mandarin, will Summit offer interpreters?

Please leave a note about what you need when submitting a proposal, we will make our best to provide assistance in consideration of the stage and costs.
3. What equipment will be provided?

Each room provides basic conference equipment: projector, microphones, and a livestreaming setup.
Collaborative notes are open for every session, available to onsite and online participants before, during, and after the event. We use Slido for live Q&A so moderators and speakers can quickly review questions. 110V power outlets are available throughout the venue.

#### 2-8-3|About Travel and Accommodation
1. I don’t live in Taipei, would you help arrange accommodation and transportation? Would you provide travel subsidy?

2. I am a foreigner, would g0v Summit assist me to apply for a visa and entry related documentation?

We will send an invitation letter after notifying selected proposals so that you can use it toward visa application and upon entry of Taiwan.
For other visa-related questions, please refer to the Ministry of Foreign Affairs and consult our overseas representative offices.
