## Tool Survey 結果
1. Your Priorities (哲輔)
- 有一個提案或意見，別人可以在底下針對這個提案或意見選擇留支持的留言或反對的留言，然後這些底下的留言會得到 upvoting & downvoting
- 對於議題的想像容易被限縮成二元的贊成或反對
- 

2. Ethelo (政維)
- 首頁是計畫的總覽
- 再分成很多個大方向
- 在每個大方向裡面有小的提問，每個提問要回答幾個問題
- 最後的分析有程度分析（從完全同意到完全不同意）還有投票數量分析
- 不需要回答每個問題
- 每個問題都可以額外輸入意見
- 比較像是問卷，你只能回答，別人看得到你的回答

3. Loomio (哲輔)

- 要錢
- 有時間軸，感覺可能可以看出整個討論的脈絡？好像也沒有
- 一般討論不會列上去，只有投票類型的活動才會顯示在 timeline 上
- 有一般的對主題的回應，也可以對該主題提一個提案請大家來投票（選項有贊成、反對、棄權跟阻擋）
- 針對提案也可以回應，但不能針對提案的回應做回應（沒有 nested structure ）
- 除了傳統的贊成或反對的投票以外，還有其他形式：
- 計數：很像贊成或反對，是用來調查人數的
- 選擇：多選題或單選題
- 分配：把點數分配給選項
- 分數：給每個選項打分數
- 排序：也是打分數，只是假設有三個選項的話，No.1 得三點，No.2 得兩點，No.3 得一點，以此類推。
- 時間投票：就是 doodle 投票，有可以（一點）還好（半點）跟不行（零點）
- 跳脱贊成或反對的意見徵集形式可能可以考慮整合進 pol.is ，反正這裡這些投票形式也是可以被量化然後算出 grouping 。

- 可自由發起議題、對其他議題提出意見
- 發表意見時能夠 ref 前人意見(部分/全部)，並對個別意見comment
- 視覺效果清晰、在單軸上呈現你的意見傾向（一維）

- 上載報告，針對報告內容傳補充影片、下Comment。
- Comment下可以Agree/Disagree/Question
- Comment最後將被分析整合，提供workshop/Meeting有效討論

- 號稱最完整的公民參與平台
- 該有的投票/提案/辯論工具都有
- 參與式預算提議＆討論工具 (https://demo.consulproject.org/budgets)
- 實際例子：
- [紐約市參與式預算](https://pbnyc.participatorybudgeting.org/budgets)，地區居民對地區公共建設需求直接提案、討論、投票，最後由政府撥款執行。
