--- tags: g0v-intl --- # Code for All Equity & Inclusion Project 後記與討論 CC BY 4.0 g0v contributors > Summit 的期間我正好在參加 Code for All 的 Equity & Inclusion 工作坊,主要是 CfAll 成員們在一系列練習裡來檢視自己社群/組織,在平等與涵容方面的實踐情形。 > > 過程的投影片與筆記,等詢問各參與者的意見之後才知道能不能公開。 > > 跟 g0v 有關的部份,我有幾個問題想拿回來跟大家討論。下列的問題,歡迎追加。 > [name=pm5] ## g0v 社群在涵容方面的表現如何? > 對不起我的中文真的很差⋯⋯ > > 涵容 inclusion 不是「有」或「沒有」二選一的性質,所以比較仔細的回答方式是談 g0v 有哪些事情在這方面做的好,哪些事情還有改進空間。 > > 「涵容」可以有幾個不同的定義,例如「(有些人)因為其身份而在參與社會(或社群)上較為不利。涵容是在改善這些不特定人們的能力、機會,與自我價值上,持續努力的過程。」([by world bank](https://en.wikipedia.org/wiki/Social_exclusion#Social_inclusion)) > > 例如性別、族群、語言使用、宗教信仰,或是可能日本比較常見的「地域包括」都可以是涵容的議題。 > > 我自己覺得 g0v 在這方面還有蠻多改進空間的。過去就我所知也有不少這方面的意見。問這個問題是想搜集一下大家的想法。 [name=pm5] ## g0v 社群有希望要成為一個涵容性強的群體嗎? > 因為 g0v 是社群,不是人,所以理論上這個問題「不成立」。不過我想問的是大家自己對於社群的想法。 > > 我的想法是,「涵容」不直接在 g0v 目前共識的目標之中。它沒有直接出現在 g0v 的價值與[宣言](https://g0v.tw/manifesto/)。我認為開放不等於涵容。它可能可以被間接推導出來,但不是每個人都同意。它最低限度地被[社群守則](https://g0v.tw/coc/)保護,但也有很大一部份不在社群守則的範圍內。所以最最基本的結論是,希望 g0v 成為一個涵容性強的群體,可能是有點超過守備範圍的要求,也就是會有跟目前的價值相衝突的地方。 > > 例如:g0v 最強的社群性格之一[可能是 do-ocracy](http://logbot.g0v.tw/channel/g0v.tw/2013-09-27/34),也就是「做事的人做決定」。這直接導致的情形是,愈會(愈有能力、有時間、有管道、有動機、有「成功」的紀錄等等條件)做事的人,可以做愈多重要的決定。在嚴重的情形下這可以削弱社群的涵容性,也就是沒有足夠多貢獻的人的意見不容易進到重要決策的討論過程裡。社群裡通常對這種情況的回應是「你可以自己去開你的新坑」,這會回到愈會(愈有能力、有時間、有管道、有動機、有「成功」的紀錄等等條件)開坑做事的人,愈有辦法累積相關的資源,實質參與社群裡的重要決定。 > > 但也先澄清一下,我沒有認為 g0v 要成為一個涵容性強的群體 in the sense that this should be in its values。我覺得價值、原則、策略,是不同的層次,我們可以問應該把涵容性放在哪一個層次,因為放在適當的位置上,它是有明顯好處的。 > [name=pm5]
