## 1. Media landscape of Malaysia
- Political parties own the media
- Less gov business
- Policially-linked media are still there while smaller, indepedent media starts
- Language: multilingual
- Previously segmented by language, but now are converging
- Same model goes to tech media
- Practice: web-first now
- Broadcast first --> print first --> digital/web first
- Reader - viewer relationship
- Number of impression now has less impact than 10 years ago
### Fact checkers in Malaysia

- Jomcheck: community
- Faqcheck: Social enterprise on fact checking

- when late 90s political change
- from English-only online newspaper --> video and other media properties
- AFP Fact Check
- Global network of journalists
- dedicated persons (2 people) in Malaysia solely for fact-checking
- part of their global team
- Media company - Astro, TheStar, MyCheck, sebenarnya.my
- MyCheck is from national news agency, state owned
- sebenarnya.my: basically government propaganda
- Correct what people said wrong about the government of Malaysia

- All have own channels - online forum, email services, send tips on what to fact check
- No cross-community sharing
- Cannot tie fact checking efforts together
- No central database to feed into the chatbot
Challenges: build a system to tie these together

- The published of anonymous content is presumed to be the author
- ex: an anonymous post on Facebook --> Facebook is presumed to be the author
- intermediary liability issue to the online platform
- sneakily done without consultation with the civil society/human rights community
## 2. Terms & preconceptions

- Misinformation happens everywhere, it is not unnatural
- Misinformation is not "new" thing that only exists online
- Colonial history and interracial conflicts in Malaysia
- Terms that are not helpful but catchy
- "Fake news" / "alternative facts"
- "go viral" - can't be applied into information
- what's "gone viral two months ago" anyway?
- "malinformation" - trying to shut people down by their intent
### Misinformation is not cyclical
- "Previously viral-ed disinformation resurface"
- but it should be a "spiral" (in 3D)
- it is crucial for the fact checkers to trace the spiral to see where it could come from
- can understand the genesis of the different disinfomration happen within the population
## Introduction of funnelloop
### Need better tools
- Enable jouranlist and society to share data and tips with each other, break the silo
- Simple - used by anyone, don't need to think, terms are straight-forward
- Better to be open-source so that it can be deployed elsewhere
- Contextualize into different groups - localization, etc, to tweak into the local context
### Funnelloop
- Funnel - receive + sieve / ingest + digest / ... / pieces of info
- Loop - feed back the synthesised information to the end user
Manages these things in the management system
- tips - info or stories gathered from end-users / readers
- channels - communication layers
- reviews - the output; fact-checking article, review of the claims
- claims - statements that is fact-checked, may or may not contain misinformation
- "infotags" - connector of different stories / tips, relates them together
- when fact checkers seeing a infotag is recurring, maybe it should be prioritized first
- segments - segment of viewers / audience
END USER --> sends a tip in a message to --> MSG SERVICE (WHATSAPP) --> pushes message via webhook to --> MANAGEMENT SYSTEM (WORDPRESS) --> automagically organises tips for --> REVIEWER --> manually reviews in --> MANAGEMENT SYSTEM (WORDPRESS) --> prepares autoreply for --> MSG SERVICE (WHATSAPP) --> sends autoreply to END USER
Wordpress part
- The good
- If it's a wordpress extension, people can just plug it in
- Wordpress community is active
- The bad
- bloated with unused functions
- exploits
### Ideal use case
- Different fact checkers can run their own channels
- Share raw data they collect together (one funnelloop and multiple channels)
- More machine learning

- Turst and safety

- Enough buy-in from the Malaysia groups

### Does the fack-check platform also have different languages? Is this the reason why they don’t work together?
- They meet at conference
- Don't have time to talk about these things
- Excited by Cofacts
### How do you generate an “infotag” from a tip of text or image? Is it a many-to-many relationship between “infotags” to the tips?
- For images -- read the image and hash the entire content
- md5 hash, quick and cheap (compute power), not a security issue
- Nasty content like explicit content, doxxing
- Adding an extra layer to let people know before they open it
### Since the Jomcheck is a civil-operated fact-check group, can you explain more about how they do this?
- Supported by Google News Initiative, mainly colaboration amongst English-language media orgs
- bring together different group of fact checkers
- no clear direction and kind of died down, re-sharing other media
- they use to have spreadsheet and check around elections
- The hook of getting groups work toegher is to start with bigger companies first
