**論述 Introduction**

web3、區塊鏈、數位自治這幾個字常常讓人誤以為，許多炫目的工具可以馬上解決社會問題。確實國際上有許多透過 web3 完成的數位民主案例，但只要你是 web3 公共性的實際行動者，跳入坑後便會發現工具其實沒什麼用，真正的難題是「公民如何自我賦權，並且撼動結構」。本主題論壇邀請一年來 web3 與其相關社群網絡的行動者，如何「玩」工具，被工具玩，並且分享實際的行動結果。

The words "web3," "blockchain," and "DAO" often lead people to mistakenly believe that flashy tools can immediately solve societal problems. While there are indeed numerous cases of digital democracy achieved through web3 internationally, anyone who actively engages in web3 initiatives will quickly realize that the tools themselves are not very effective. The real challenge lies in "how citizens empower themselves and innovatively disrupt the structures." This forum invites actors from web3 and related community networks over the past year to discuss how to "play" with tools, not be played by tools.

**五、加拿大卑詩省如何hack採購法，以公私協力模式打造數位身分皮夾**
**How British Columbia Government Hacks Procurement to Build Digital Identity Wallet in Public-Private Collaboration**

> 加拿大卑詩省政府打造了公私協力平台 Code With Us（CWU），並將採購相關法規修改為更彈性的模式，讓各部門公務員與公民科技社群可以有效協作。日前卑詩省上線了具有身分自主精神的開源數位皮夾 BC Wallet，我們來討論這個模式如何而可行。
