--- tags: Rentea --- # 台北市老屋新用計畫訪談 ## 跳坑 1. ddio 2. tmonk ## 出處 > [name=PN] > 嗨大家~ > > 我收到來自台北市都市更新處的老屋新用計畫一案執行團隊(城鄉潮間帶有限公司)的邀請,他們希望能訪談一兩位Rentea 社群的參與者,像是和房東協商時的經驗,或是當政府可以作為第三方平台來協助老屋整修時,有什麼建議。目的是想完善台北市都更處「老屋新用2.0」的架構。 > > 他們有先附訪綱~ > > 計畫會提供訪談費用,採取線上會議,如果我們有意願的話,再提供3月的3個平日晚上可行的時間(除了3/11-18) > > 目前我的想法是,可以接受他們的訪問,然後把收到的費用拿來g0v summit作為講師費哈哈哈 ### 專案說明與訪綱 [專案說明文件請點我](https://drive.google.com/drive/folders/1rVS6dGdhrjsvB8KReqS2CBzeB7BgJZNQ?usp=sharing) 1. 請教貴單位在組織營運上,期望在房東與房客間扮演怎麼樣的角色,是如何體現在運作機制、乃至於相關合作協議的設計上? 2. 請教貴單位尋找房東、房客和營運的經驗,所面向的目標群體和物件著重哪些特質?考 量的因素有哪些?過程中是否面臨困境?如何克服? 3. 針對臺北市的閒置老屋再利用或是老屋新用2.0 的操作機制,請教貴單位的觀察與建 議? ## 訪談小記 - 潮間帶: - 1.0 有各種問題,像是公共回饋效果不彰、房客修好就被房東趕走 - 宜蘭有些比較好的案例,但如果要搬到台北,包含找到房東、待修繕,且對方又願意交給第三方出租 - 之前也有推整建維護 x 節能,像是創造都市微氣候 - ddio 這間房子是怎麼找到的? - ddio 目前住的地方,房東很多親戚都住附近 - 一開始進來時有很多壁癌、底版破裂 - 要讓房東知道會怎麼處理什麼相關的問題很重要 - 協商過程中一開始是房東先問要不要簽五年 - 房東覺得修繕過程中不太花力氣,所以很信任他們 - 談了快十來個物件才找到這個房東 - 在找的時候台北市比較在萬華,其他地方都找中永和、板橋三重 - 盡量找房東是直接房子的擁有者,或者是這是房東的起家厝,會比較好談到好的條件(採光區位等物理上的條件) - Reantea 第一間房子的機制是? - 專案設計一開始就希望多一點合作經濟的精神 - 在技術上、金援上提供互助 - 以玖樓來說他們是以二房東的身份跟房客互動,不過一但有二房東的角色存在時租金勢必會提高 - 用借貸關係來說的話:抵押品:家俱、ddio 的信用 - 前房客也有參與 - 金流實驗是怎麼進行的? - [金流實驗共筆](https://g0v.hackmd.io/@ddio/corent/https%3A%2F%2Fg0v.hackmd.io%2FkrqiGaSYTVOtO10ubkVubA) - 修繕的過程 - 不同項目分門別類、架構框架、工事順序 ddio 在共筆寫好之後 - 在 g0v slack 跟大家告知最近的工事是哪些、讓有興趣的人來做 - 比較 diy 的部分是補土、油漆的部分、拆地板 - 去年夏天有加竹廉降低溫度、盡量多使用循環扇 - 簽約當天是 covid 第一次三級警戒 - yutin:廚房的拆遷如果當時有適當的工具的話其實可以自己處理 - 大部分後期的裝修是木工 - 透過文件、跟第一次房子的經驗降低大家對 diy 裝修的門檻 - 續租權與續租之間的差別 - 下個簽約想談談看氣密窗,之後會想談談看優先續租權 - 續租權比較常見在商業空間的契約中 - Rentea 有沒考慮要朝經營共同辦公空間? - 計畫一開始就比較朝自助為主 - Rentea 的專案中有沒有考量到租屋弱勢族群的人? - 一開始設想目標房客基本中位數,大概是月薪三萬,是個薪水很不高但是不夠低到能養賴社會補組的人 - 對老屋新用專案的想像與回饋? - 現在很多公部門的約都是簽三年,感覺蠻短的 by tmonk - 不只是此刻合約上出 40 萬裝修使用這五年,下一個五年或下一個十年會有人幫他照顧房子、持續地照顧得很好 - 如果彼此之間只是對價關係,那彼此之間關係就很薄弱、很好替換 - 公部門補助裝修期間的房租補助、或提供貸款 - 法律、公證諮詢、火災相關保險的資訊很重要,但很多房客不太清楚 - 城鄉宜蘭的經驗是談到前一年裝修期間不收租金 - 在台北要自己動手裝修似乎門檻很高 - 分享:京都老屋新用的案例 - [kickstarter](https://www.kickstarter.com/projects/2041013782/renovating-a-historical-kyoto-building-as-an-art-center/posts/4006007) - 公部門的一些回饋 - 常見簽三年可能是公部門大家都這樣做,所以自己也這樣做的結果,並沒有太多的研調思考 - 很多管理閒置空間部門例如財政局,實際業務上沒有這些專案的專業,做起來很辛苦 - 雜談 - 玖樓找到的物件大概都是在媒體曝逛後屋主主動來找的 - 在租屋網上要找到能建立信任關係的房東可能很難,因為這些房東大概也都在租屋網上看過了周邊的物件的價格,價格上很難談得上去 {%hackmd 1LO5rpavTiK4_cFrTouudg %}
